Chakra uses a half-rolling release model.

User applications found in [desktop] and [gtk] are very up-to-date, while the [core] is thoroughly tested for stability in [testing] before being released. All updates are made available to users by updating and upgrading through a simple pacman -Syu.

You can typically expect a new release (live media) shortly after every major KDE release. There is no other set time-frame for releases. Occasional intermediate builds will be released on an as-needed basis for the benefit of new installations.
